NASCAR penalized Roush Fenway Racing driver Matt Kenseth 25 Busch Series points and fined crew chief Drew Blickensderfer $10,000 for having the right rear quarterpanel too high in postrace inspection Nov. 10 at Phoenix International Raceway.
